The IRS has somewhat the same type of thing. You can access a few of their web pages from outside an IRS center (Of course they are PW protected in the first place. And no I didn't hack the IRS, I worked for them. And don't ask for the passwords. I'm not stupid.) but many of the links and pages don't work, or don't show some critical pieces of info. If you access those same pages, even if you have the same type of computer, and even the same connection, the pages work fine from inside the center. The only difference I know of is that all computer communication from inside is run through some kind of security filter proxy. Maybe WebTV does something similar. Then again... probably not.
